President Donald Trump made an extraordinary promise at the Republican Party’s midterm convention in Dallas: If Republicans retain control of the House and Senate, every American adult will receive $5,000. Trump dubbed it the “Trump Dividend.”

The timing and conditions of this proposal are deeply troubling. Americans are struggling with the rising cost of living. Groceries, housing, utilities, health care, and other essentials continue to strain household budgets. Families across Washington, D.C., the DMV, and communities nationwide are making difficult choices to stretch their paychecks. Affordability is not a talking point. It is a daily reality.

Yet, instead of helping Americans who need it now, the president appears willing to tie a $5,000 payment to an election’s outcome.

That is uncharted territory.

If the president and Republican leaders genuinely believe their economic policies are delivering prosperity, why not provide relief to struggling Americans, regardless of how they vote? Why should a family facing eviction, a senior struggling with prescription costs, or a working parent unable to keep up with grocery bills wait for an election—or support a particular political party—to receive help?

Economic assistance should be based on need, not on political loyalty.

When Speaker Mike Johnson was recently asked about this approach on NBC’s “Meet the Press,” he declined to say whether he agreed with Trump’s proposal. Instead, he acknowledged that Congress would need to approve any such payments. That response only raises more questions. If the Republican leadership supports this plan, say so. If it does not, explain why.

The American people deserve better than campaign promises that sound like inducements. They deserve a serious economic agenda that lowers costs, creates good-paying jobs, strengthens Social Security, and makes homeownership and health care more attainable.

And let’s be clear: A presidential promise is not the same as an enacted law. Before anyone counts on receiving $5,000, the administration would need to explain where the funds would come from, who would qualify, how they would be distributed, and whether Congress would authorize it.

President Trump should answer a simple question: If you are so confident in your economic policies, why not help hurting Americans now—without tying assistance to the outcome of an election?

The American people are not political pawns. They are citizens who deserve relief, respect, and honest leadership.

Mr. President, help Americans because they need help—not because you need their votes.
